We are in 2027, one year after the end of World War IV. Lieutenant Colonel Mamuro was killed, probably during a robbery attempt. But Daisuke Aramaki, an officer of the Public Security is absolutely certain that something else is hidden behind this crime. Aramaki instructs the young Motoko Kusanagi, second-in-command of the army, as well as an enhanced cyborg and skilled hacker, to investigate.

While Motoko tries to deal with the case assigned to her by the Public Security, which proves to be more intricate than expected, she decides that to achieve her goal she will have to team up with elements up to the situation and, after having chosen them, she composes the legendary Section 9.
